When a pattern says "end with RS row", does it mean to end AFTER completing a RS row or BEFORE completing a RS row?

When it establishes something like :"end with RS row" or "end with purl" I've always understood it as "finish that row (RS or purl or whatever) and then cast-off after the same manner, primarily because if casting-on is not your first row, then casting-off shouldn't be your last written row. Some books even will tell you to purl your final row and then cast-off, establishing a differentiation.
