1st rnd: Ch 1. 1 sc in each ch around. Join with sl st to first sc. 24 sc.
2nd and 3rd rnds: Ch 1. 1 sc in each sc around. Join with sl st to first sc.
4th rnd: Ch 1. *2 sc in first sc. 1 sc in each of next 11 sc. Rep from * once. Join with sl st to first sc. 26 sc.

You start by chaining 24 and

You start by chaining 24 and then joining into a ring. Now you will be working your first round over this loop of chains.
So after joining your original chains into a loop you will make another chain and then begin by working a sc into the first chain of the loop. You will make an sc into each chain of the loop so that you end with 24 sc's.

Is there something else you do not understand?
